What this is for
Adhesive rather than hung, because a ladder rail has nothing to tie to and a hung tag catches on everything. Applied to the rail near the base where an inspector looks. OSHA sets no fixed interval for ladders, so this carries the defect marking and inspection date rather than a schedule grid.

Wrapped around a rail near the top cap where a climber sees it at eye level. Outdoor vinyl conforms to the rail radius without lifting at the corners, which flat stock will not do on a round or D shaped rail.
How it fails
Adhesive edges pick up on a ladder that lives on a truck rack. Once a corner lifts, the rest peels within a week of highway travel, and the ladder is back to having no inspection record at all.

The competent person doing the periodic check, and anyone who finds a defect - the defect entry is the one that matters, because a defective ladder has to be marked and withdrawn rather than quietly returned to the rack.

How long does outdoor vinyl last on ladder?
Rated for a year or more of direct exterior exposure including highway conditions. Adhesive tags are effectively permanent. Removing one cleanly at end of cycle is slow, and on a painted surface it can lift the finish. For ladder specifically, the question to ask is where the units actually sit: the same stock behaves very differently in a conditioned corridor and in an unconditioned plant room.
